Not yet .... But, it's in SolydXK Testing right now and it's a simple install - basically just one command:

apt install mate-desktop-environment-extra

I only see mate-desktop and mate-desktop-common in synaptic. Maybe the rest is not in solydxk repos yet.
Boils down to waiting for the next Update Pack or enabling the SolydXK testing repos, which become the next Update Pack. If you enable the testing repos, you need only install two metapackages as described here.

I believe the only difference between the stock Mate control center and the Mint Mate control center is the Mint-specific apps. A quick look at the differences:

Personal: Desktop Settings
Internet and Network: Bluetooth, Network, Shared Folders
Hardware: Sound
System: Backup Tool, Domain Blocker, Login Window, Services, Software Manager, Software Sources, Time and Date, Upload Manager, Users and Groups
Other: None

The Mint System/Software Sources is Other/Software & Updates in SolydX. The Mint System/Users and Groups is the equivalent of the SolydX User management, which does not appear in the Mate Control Center, but would with appropriate updates in the respective *.desktop file. The Time and Date tool could be a nice addition.

Though I'm not much interested in much of the Mate desktop, I do want the Mate text editor aka pluma.
It is the continuation of gedit without gtk3
I rather like gedit as a general purpose text editor, but do not want GTK3

Just out of interest, what gedit/pluma feature do you want from a text-editor that Mousepad (the XFCE default editor) does not offer?

More options and plugins, the ability to use the Solarized theme.

Mousepad is very basic and though I like it best when I want to make a simple quick change to a text file, for more detailed work I prefer more features.
Mousepad for example does not have syntax highlighting.

It does for me! Just use the Document > Filetype menus to select the syntax highlighting of your choice. e.g.
